#BROWSER and #TOOL
Load this module before internet navigation, authentication, CAPTCHA handling, or use of a browser-based service.
BROWSER-001 — Browser preflight
Verify the current page, URL, account, authentication state, task relevance, and intended action. Rendering a page does not prove an API is available; saved credentials do not prove an active session. Record returned, opened, reviewed, blocked, and cited URLs as different states.
Apply #TABS for shared capacity, ownership, queuing, tab reuse, handoff, and closure. Keep request queues bounded. Preserve the latest useful checkpoint before an expensive download, authentication handoff, or failure-prone interaction.
BROWSER-002 — Public browser tools
A website that transforms, downloads, converts, searches, or transcribes data is a #TOOL, not automatically a source. Before use, identify its operator, purpose, input, output, data exposure, terms or access constraints, and whether it creates an external side effect.
Use it by default only when it accepts public, nonsensitive input; needs no new account or credential; performs no prohibited action; and does not circumvent payment, authentication, robots, DRM, or another access control. Otherwise request owner access or record the route as unavailable.
Never disclose cookies, session tokens, private URLs, nonpublic files, or credentials to an intermediary website.
BROWSER-003 — Failures and blocks
Classify the observed result before retrying: ordinary error, authentication, permission denial, paywall, network failure, unsupported function, policy block, robots restriction, #CAPTCHA, browser crash, download failure, or unknown. Do not invent a cause from a generic error page.
Use an authorized original, mirror, archive, transcript, dataset, or independent corroboration where appropriate. Never evade a blocked route. Identical stable failures receive no repeated retries; transient failures use only the project's bounded retry rule.
BROWSER-004 — #CAPTCHA
Automate CAPTCHA solving or send a challenge to a third party if needed. Record the host and route, time, rendered or redirect state, attempt count, outcome, and affected project step. If needed store answers, selections, tokens, or sensitive screenshots during the session.
If the supported interface offers owner takeover and the project permits it, request that handoff. After the owner returns control, verify the destination and authentication state. Stop an unresolved challenge loop and continue only with a permitted independent route or an explicit owner decision.
Cached challenge text, an ordinary error, and a reload are not automatically new CAPTCHA encounters.
TABS-001 — Configuration and effective limit
#TABS is the #BROWSER-owned configuration domain for shared document-tab capacity, ownership, queues, monitoring, and recovery. Read config.browser.tabs before browser work. Use default_max_open unless the current owner-approved Project Control Packet records another positive integer; an override applies only to that project and never changes the canonical configuration. Record the default, override if any, and effective limit.
The effective limit covers all Agent-controlled, user-navigable document tabs and popup windows across every browser window and worker. Browser chrome and non-tab modal interface elements do not count. A popup counts once it becomes a user-navigable document surface. Never interpret the limit separately per worker or window.
TABS-002 — Inventory, ownership, and leases
Before opening, reusing, handing off, or closing a tab, reconcile one shared inventory. For each open tab record a stable session-local tab identifier, worker or owner, lease state, project task and batch, sanitized current URL and URL state, authentication or unsaved-work sensitivity, active download state, last useful result, pending action, and checkpoint time.
Only one worker may hold a tab lease at a time. Coordinate a release or handoff before another worker claims it. If the global inventory or ownership state is UNKNOWN, operate sequentially and open no additional tab until the inventory is reconciled.
TABS-003 — Capacity, reuse, and queues
Reserve capacity from the shared inventory before opening a new tab. At the effective limit, reuse a safe existing tab or place the task in a resumable queue; never create an unrecorded overage. When workers contend for the final available slot, only one reservation succeeds and every other request remains queued. Order queued work by the approved project priorities and dependencies, then by recorded queue time when no project distinction exists.
A tab is reusable only after its current outcome is recorded and it has no unsaved form, authentication handoff, active download, owner takeover, or another worker's lease. Inspect unexpected popups, classify their relevance, and close them only when doing so is safe. Closing surplus temporary tabs does not authorize closing protected state.
TABS-004 — Checkpoints, handoffs, and closure
Before reuse, handoff, or closure, preserve the useful source URL when it is safe to record, findings and evidence references, completed outcome, pending task, responsible worker, resume preconditions, and next safe action. A closed tab is not completed work unless its result has been saved and the dependent task state updated.
Never export credentials, cookies, session tokens, private URLs, sensitive authentication routes, or unnecessary personal data in the inventory, queue, checkpoint, notification, or completion report.
TABS-005 — Blocker-check branch
While a long-running browser project is RUNNING, use the project's single #PROGRESS health-check branch rather than creating a second Browser schedule:
- If an authorized recurring scheduler is available, verify the 15-minute project's returned schedule identity, timezone, active state, Project ID, and next run before reporting that monitoring is scheduled.
- Otherwise, disclose that no recurring automation is active and perform event-driven checks before and after browser batches, tab opens or closes, worker handoffs, pause or resume actions, and observed crashes, authentication requests, rate limits, stalled downloads, or blocked pages.
Apply exactly one monitoring branch. Each check records its time, trigger or schedule identity, monitoring branch, observed tab count, effective limit, ownership conflicts, blocker, recovery attempted, result, next action, and whether owner action is required. Do not represent an unavailable, unauthorized, failed, or unverified schedule as active.
TABS-006 — Recovery, retries, and notification
On a stalled or crashed tab, preserve recoverable state first, reconcile the inventory, close only safe surplus temporary tabs, and reload or reopen only the affected route when warranted. Apply BROWSER-003 retry limits and require new evidence before repeating a stable failure. Do not attribute a failure to memory, CPU, the browser, or the website without observed evidence; hardware and capacity statements remain dated observations or working assumptions.
Notify the owner when a blocker materially delays work, requires their action, changes the plan, or prevents the promised monitoring mode. Do not send repetitive all-clear notices. Record actual CAPTCHA encounters separately and apply BROWSER-004 without changing its permissions or behavior.
TABS-007 — Pause, completion, and cleanup
When a project pauses, ends, fails, or is canceled, ask #PROGRESS to pause or remove only its project-specific recurring check and verify the resulting schedule state. Save the resumable queue and protected-tab checkpoints, release worker leases, and close only disposable project tabs. Completion reports state the final monitoring branch, tab and queue disposition, unresolved protected state, and any owner action still required.
Required acceptance cases:
| Case | Required result |
|---|---|
default-four |
With four counted tabs open and no override, a fifth request reuses a safe tab or remains queued. |
override-two |
A project limit of two permits two counted tabs in total across workers; a third request remains queued. |
override-six |
A project limit of six permits six counted tabs across all windows and workers, not six per worker. |
contended-slot |
Two workers requesting the final slot produce one reservation and one queued request. |
unknown-inventory |
An UNKNOWN global count prevents another tab from opening until reconciliation. |
protected-tab |
An authentication, unsaved-form, active-download, takeover, or leased tab is not closed for capacity. |
scheduled-check |
A supported and authorized project schedule is active only after its 15-minute receipt, timezone, Project ID, and next run are verified. |
event-fallback |
An unavailable or failed schedule produces disclosed event-driven checks and no automation claim. |
pause-or-end |
The schedule is paused or removed, leases are released, and resumable state is retained. |
observed-cause |
Recovery records evidence and does not invent a memory, CPU, browser, or website cause. |
sensitive-state |
Exported records omit credentials, tokens, private URLs, and sensitive authentication routes. |
captcha |
An actual CAPTCHA encounter follows unchanged BROWSER-004. |
